After a lot of common meetings about how to handle the  treaty that was presented by the  SES  Christiania  gave the answer.  In spite to  the hard time of negotiation  the parts involved could  not find a final agreement  to get a clear yes or no.  There are to many loose ends to be solved before the Christianians can get a consent positive answer to the treaty.
The published document from Christiania starts with an invitation to continue negotiations about the unsolved problems. This is not in the agenda of the SES, was the comment by the director C. Jarlov. He wants to see the Christiania case in the court now.
Some Christianians are eager to avoid this solution while  others really look forward to get the process about the collective right for the Christiania area going.
The wish for a political solution seems to be nothing but a vision as the Minister of Finance interpreted Christianias answer as a plain NO. Some of the parties presented in the Parliament showed an absolute more positive reaction to the answer.
It is not surprising that the daily press reacts with negative comments that tear Christianias answer down. How can someone possibly say no to a so called present of many millions.  

The reasons are more or less quite easy to find. The people of Christiania cannot agree to that the entire area gets divided into two parts with different administration.
More than hundred houses in the area around the lake are not included in the agreement. This concerns 2/3 of the entire area as well as 1/3 of Christianias population.
Another demand by the citizens is to keep the flat structure in the organisation of Christiania. The participation of the individual has to be possible in the future development of Christiania.
According to the plan by the government there should be build more than ten thousand m2 apartments  the sale of this  enterprises  is  the key for the normalization plans that the government has for the Christiania area.
As it looks right now it is going to be a long hot summer. What is going to happen to Christiania in the future is still uncertain.
